Expanded Restricted List
The Expanded Restricted List is a list of cards that are allowed only limited use in any deck used in Expanded format games (see Play Formats). For a deck to be legal in Expanded play it may not contain more than 1 copy of any card on the Expanded Restricted List. You may, however, have several cards from the Expanded Restricted List as long as you have no more than 1 copy of each Restricted card.

Cards may be added or removed to the Expanded Restricted List over time. If and when these changes are made, they are announced on the first Tuesday of the month. Be sure to periodically look at the Expanded Restricted List and keep up with any changes that might occur.
Unlike Standard games, Expanded format games do NOT prohibit rotated blocks (see this page for more on block rotation) so cards from any set are legal. Also different from Standard, Expanded format also features an Expanded Restricted List that contains cards that may only be used in a limited fashion. If a card is Expanded X-listed, you can't use any copies, if it's Expanded Restricted, you can use only 1 copy of that card.
