Roaming
In the story of The Lord of the Rings, various minions show up at certain points along the journey. This is represented in The Lord of the Rings TCG by the site number. There is a site number in the compass in the bottom left corner of all minion cards and in the compass in the upper-left corner of all site cards. If a minion is played at a site with a site number lower than its own site number, it is considered to be "roaming", and its twilight cost has a roaming penalty of two twilight tokens added to it before it is played. For example, if a Hillman Rabble, with a site number of 3 and a cost of 4, is played at site 2, it is considered roaming, and the cost to play it is increased by 2, so that it costs 6 to play. If there are only five twilight tokens in the twilight pool, then it cannot be played. Various card effects can also take advantage of a minion being roaming.
When determining whether a minion is roaming or not, only the number of the site, and not any block designation such as the [T] icon present on The Two Towers sites, is considered.
